The
Investment Opportunities with MOC
following our notes or vision in
terms of available opportunities for
investment with the Ministry of
Communication (MoC),that’s for
seeking of improvement the telecom
sector in Iraq through investment
agreement with MoC including details
for mechanism proposed for sharing
the revenue according the type of
the project.
First/ Investment in Optical
Networks
The Investor can install and run
fibber cables network through the
nationwide in compliance plant and
technical specification of MoC the
administration of this network and
operation will be drive by the MoC
due to security requirement. The
percentage of sharing revenue, from
renting the services through this
network to other public companies
and telecom operators, will based on
the agreement.
Second /Investment in fixed line
switches & outside plant
In such a sort of project the
investor should have to furnish,
install and operate switches with
cable network for last mile
accordance to the detailed plan
proposed by two parties “Ministry
&Investor”. This project is aiming
to increase the number of fixed
subscriber lines. The operation and
management will be drive by MoC due
to security requirement. The
percentage sharing revenue is
pursuant to the agreement between
two parties.
Third / Iraq Inter connection with
neighbours’ countries project
The project includes furnishing,
installing the fibber networks to
inter connect Iraq with neighbours
countries at multiple border access
points for carrying out the
international telecommunication
traffic. The proposed agreement will
gives the details of technical
specification and the guidelines of
inter connecting routes with
neighbours’ countries also the
sharing percentage of revenue. The
operation and management will be
drive by ministry.
Fourth
/ Network Maintenance Project
The ministry will provide to the
investor for this project the scope
of work for maintenance the out
plant copper and fibber cable
networks, so the investor can take
his consideration for equipment and
machineries required for this
project. The mechanism and
percentage sharing revenue will be
based on the agreement between two
parties.
Fifth/Web sites hosting
This project is for building
centres participated for providing
host web sites within the domain
allocated for Iraq (iq). That’s by
coordination with the State Company
for Internet Service (SCIS) where
the management of this project will
be monitored by the ministry. The
sharing revenue is according to the
agreement between both parties.
Sixth/
the postal offices computerization:
The
ministry has many postal offices in
all over Iraq that still work on the
manual usual methods, so the
investor could rehabilitate the
offices electronically by providing
them with computers and electronic
connection systems connected all to
gather in only one net work, which
will activate the postal process in
Iraq in a short period, that will be
according to an agreement between
both parties, for sharing the
revinue.
Seventh/ the e- payment project:
In
which the postal offices to deliver
the items that are bought
electronically by people, so the
investor will be the sponsor of the
e- payment project by an
agreement with the ministry on the
possible cooperation and the
facilities that would be provided to
the investor.
Eighth/ building training centers
construction:
The
investor will build the specific
training centers for the
telecommunications proposes in
addition the electronic signature
and all what Iraq needs to be
keeping in tuch with the I-tech in
the world, the centers would not be
limited for the ministry officials
but all other technical ministries
and public.
Ninth/ the location and areas:
The
ministry and its subsidiaries have
many properties (telecommunications
and postal centers) and possessed
areas of land all over the country
to construct many projects according
to the geographical, nature and the
population density. The ministry
would provide the investor the
detail information about the land
that he would invest in, interms of
location and area and make agreement
for mechanism and sharing revenue.
